Taking back public space

What contributes the most to sustainable community development--public space, where people can connect outside of their normal circles? This Spanish city, Pontevedra, banned all but the most essential traffic, and now the song of birds can be heard rather than the noise from cars. Many benefits have happened in addition to fewer deaths from accidents--CO2 emissions are down 70%; 3/4 of what were car journeys are now made on foot or by bicycle, and the city has gained 12,000 new inhabitants, and business has diversified.
