When communities are capable of self-organization and have the capacity to anticipate and plan for the future we say they have resilience. We believe resilience is partially a function of the social networks and diversity embedded in a community. It is a capacity that manifests itself through structures that encourage the localization of goods and services, democratic governance, innovation, learning and adaptation.
